Spread issues

Maybe it is the data or maybe it is FT but I'm having a problem with the hard coded 4 pip spread.. why is it always assuming that I'm going to enter 4 pips above the latest quote? Also, on exits the price seems to have to move 4 pips beyond the target before an exit occurs. That's 8 pips slippage! Makes it difficult to test strategies with small price targets.

Any suggestions?
